Fairness & RNG Testing Methods

1. Our commitment to fair play

Fair outcomes are fundamental to how we operate. As gambling in British Columbia is conducted, managed and operated by BCLC under the Gaming Control Act (B.C.), our games are designed so that every player has a fair, unbiased outcome. Game rules, prize structures and the overall odds of winning are published in the official game conditions issued by BCLC for each game, and are available from Customer Support on request.

2. What a random number generator (RNG) is

A random number generator (RNG) is a system that produces outcomes that are unpredictable and not influenced by previous results. Outcomes of eligible casino / eGaming games are determined by a certified RNG, so each play is independent: a past result never changes the odds of the next one. For lotteries, winning numbers are drawn on a published schedule using equivalent certified methods.

An RNG produces outcomes that cannot be predicted from the outcomes before them. That independence is the whole point, and it has a consequence worth stating plainly: a run of losses does not make a win more likely, and a run of wins does not make one less likely. Any system built on the idea that a game is 'due' is built on a misunderstanding of what the generator does.

3. Independent testing and certification

RNG software is tested and certified for randomness by independent third parties. Testing checks that outcomes are statistically random, that games behave as described, and that the published odds and pay tables are accurate. We do not name a specific testing laboratory or display a certification badge on this website. No laboratory will be named here until the corresponding certificate has been issued and can be produced on request.

Testing is carried out by accredited independent laboratories against a published standard — not by us, and not by the game supplier. A certificate covers a specific version of the software, so a change to the game means the game is tested again before it returns to the catalogue.

Live behaviour is monitored against expected distributions between certifications, and game logs are retained so individual results can be audited.

4. Ongoing monitoring and audit

Beyond initial certification, game outcomes and systems are monitored on an ongoing basis. Draw records and game logs are retained so that results can be reviewed and audited. Where a malfunction or discrepancy is identified, our official records prevail and affected plays may be corrected, refunded or voided in accordance with the game rules. If you disagree with a decision, you may dispute it and we will provide an extract of the game logs for the transaction concerned.

Certification at a point in time is not sufficient on its own, so live behaviour is monitored against expected distributions and game logs are retained. Retention is what makes an audit possible after the fact: an individual result can be located, reconstructed and checked.

5. Regulatory oversight

Oversight of gambling in British Columbia is provided by the Independent Gambling Control Office (IGCO), and BCLC operates under the Gaming Control Act (British Columbia). Our fairness, certification and audit practices form part of the obligations we are required to meet and demonstrate.

Gaming conducted and managed in British Columbia is overseen by the Independent Gambling Control Office. Oversight is external to BCLC by design — a body that reports to the operator is not oversight.

6. Lottery draw integrity

Lottery draws follow the published schedule and rules for each game, with times given in Pacific Time (PT). Winning numbers are produced by certified methods and recorded for audit, and results are posted after each draw. Prize tiers and overall odds are published in the official game conditions for each game.

Draw games carry their own controls: the draw is conducted to a published schedule, the result is validated before it is applied to any ticket, and the validation step is never skipped for speed.
