Terms & Conditions (Player Agreement)
The Player Agreement that governs your use of LottoBC Mobile and your player account.
-
1. The agreement
These Terms & Conditions (the "Player Agreement" or "Terms"), together with our Specific Conditions of Use, Privacy Policy, Cookies Policy and any rules published for a particular game, govern your use of the website at https://lottobcmobile.co and the promotional site at https://promo.lottobcmobile.co, and all lottery, casino / eGaming and virtual sports services offered on them. By opening an account, accessing the website or participating in any game, you confirm that you have read, understood and accepted these Terms. If you do not agree, you must not register or play.

2. Who we are, and our authority to operate
This website and all gambling services are operated by the British Columbia Lottery Corporation (BCLC), 74 West Seymour Street, Kamloops, BC, V2C 1E2, Canada. BCLC is a Crown corporation of the Province of British Columbia, incorporated on 25 October 1984 and continued as a Crown corporation under the Lottery Corporation Act (British Columbia), S.B.C. 1985, c. 50 — Sections 1 to 11 of which took effect on 1 April 1991 — and it operates under the Gaming Control Act (S.B.C. 2002, c. 14) and s. 207 of the Criminal Code of Canada.
Our authority to operate this domain is the Provincial Gaming Operations Authorization issued by the Ministry of Finance, Office of the Minister, Province of British Columbia, signed by the Minister of Finance. It recognises BCLC as the Crown corporation authorized to conduct, manage and operate provincial gaming schemes on behalf of the Government of British Columbia, and designates https://lottobcmobile.co/ as an official digital gaming platform and information portal operated under BCLC's authority. The authorized products and services are Provincial Lottery Products, Sports Betting, Online Casino Gaming, Digital Gaming Services, and Player Information and Responsible Gambling Services. Licence: Statutory authorisation under Section 207 of the Criminal Code of Canada, the Gaming Control Act (British Columbia) and the Lottery Corporation Act (British Columbia). There is no numeric licence, because a provincial Crown corporation conducts and manages gaming under statute rather than under a licence issued to it by a third party.
Oversight of gambling in British Columbia is provided by the Independent Gambling Control Office (IGCO). The services currently offered on this site are lotteries (including Lotto Max, Lotto 6/49, BC/49, Extra, Keno and BC 50/50), casino / eGaming and virtual sports games. Virtual sports are RNG games and are not betting on real sporting events; where the Authorization permits sports betting and further products, they are offered only once they are actually launched here. -
3. Definitions
"Account" means the personal player account you open with us. "Player" or "you" means a natural person aged 19 or over, resident in and physically located in British Columbia, who holds an Account. "Ticket" or "Play" means an entry or play made through your Account. "Draw" means a scheduled lottery draw under the applicable game rules. "Prize" or "Dividend" means the amount payable on a winning entry. "RNG" means a certified random number generator used to determine outcomes of certain games. "Game Break (Voluntary Self-Exclusion)" means BCLC's voluntary self-exclusion program, governed by the Voluntary Self-Exclusion Regulation, B.C. Reg. 217/2025. "KYC" means the identity, age and residency verification we are required to perform. "AML" means the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (Canada).
-
4. Eligibility
You may use our services only if you are 19 years of age or older; are resident in and physically located in British Columbia, where gambling with BCLC is lawful; are not currently self-excluded through Game Break (Voluntary Self-Exclusion); act on your own behalf and not for any third party; and are not a person whose participation is restricted (for example, certain BCLC personnel or related parties). We may refuse registration or close an Account where we reasonably believe you do not meet these requirements. Our services are available only within British Columbia; BCLC is not authorized to offer gambling outside the province.
-
5. Registration and verification
You may hold only one (1) Account; multiple accounts are prohibited. You must provide complete, accurate and current information (full name, date of birth, residential address in British Columbia including city and postal code, email, phone) and keep it up to date. A post office box is not accepted as a residential address. Before you obtain full access and before any withdrawal, we are required to verify your identity, age and British Columbia residency (KYC), consistent with the AML legislation and our regulatory obligations. Verification is carried out through the identity-verification provider we engage for that purpose and may include a check against credit-bureau records. We may request identity documents through our Document Upload tool and request additional information; your Account may be restricted until verification is complete. If verification does not succeed, your Account remains restricted, no play is possible and any funds are returned to their source once we are satisfied as to their origin. Your login details are personal and confidential, and you are responsible for all activity on your Account.
-
6. Residency and location
Our services are available only to persons who are resident in and physically located in British Columbia. We use location and residency checks — IP-based geolocation and, where your device provides it, GPS or Wi-Fi positioning — to confirm eligibility, and we may restrict access where these checks do not confirm that you are within British Columbia. If you believe a location check is wrong, you may dispute it through Customer Support and we will review it.
-
7. Game Break (Voluntary Self-Exclusion)
We check the Game Break (Voluntary Self-Exclusion) status of players at registration and at login. The available terms are 6 months, 1 year, 2 years and 3 years. An exclusion begins immediately and cannot be cancelled or shortened once it has started. Its scope is not limited to this website: it covers every gambling facility in British Columbia with slot machines (casinos, community gaming centres and racetrack slot facilities), all commercial bingo halls, and all BCLC online channels — PlayNow.com, the BC Lotto! App and the PlayNow BC Sportsbook App. If you take no action when the term expires, the exclusion continues for a further 12 months. Participants are not entitled to jackpots; withheld funds are directed to player-health research. You can enrol online, in person, by video call or by telephone. See our Game Break (Voluntary Self-Exclusion) page for the full program terms.
-
8. Deposits, withdrawals and payment methods
All transactions are in Canadian dollars (CAD). We accept Visa, Visa Debit, Mastercard, American Express, Interac e-Transfer, Interac Online, PayPal, Web Cash and Online Bill Payment; Apple Pay is not supported. The minimum deposit is $5. The maximum account balance is $250,000. Your weekly deposit limit, which you must set when you register, applies in addition and always takes precedence: the maximum you can deposit in a week is the limit you have set, up to $100,000. We charge no deposit or withdrawal fees; your bank, card issuer or payment provider may charge its own. Processing times for each method are published on our Payment methods page. Funds must come from an account in your own name; third-party deposits are not accepted. Withdrawals are paid to a verified payment instrument in your name and only after identity verification is complete. We may delay or refuse a withdrawal where we suspect fraud or money laundering, where verification is incomplete, or where required by law (AML).
-
9. Responsible gambling and player protection
Setting a weekly deposit limit is mandatory when you create an Account. Until a deposit limit is set, the Account is created in a "cannot play" state and cannot be used to play. Loss limits, time limits (daily, weekly and monthly) and time-outs are switched on by default under Standard 3.8 of the RG Standards for Internet Gambling; you may opt out of each of them, but you have to do so actively. Display of session duration and net position (reality checks) is on by default: you may change the interval, but it cannot be switched off entirely. A decrease to a limit, or making it stricter, takes effect immediately. An increase to a limit, or its removal, takes effect only 24 hours after you request it. We monitor accounts for signs of harmful play and provide responsible-gambling information and support through GameSense.
-
10. Game rules, outcomes and disputes
All play is accepted subject to the applicable game rules, which form part of these Terms. Lottery prizes are determined by the relevant draw and prize structure. Outcomes of eligible casino / eGaming games and of all virtual sports games are determined by a certified random number generator (RNG) that is independently tested — see our Fairness & RNG Testing Methods page. Virtual sports outcomes are generated by the RNG and not by real sporting events. The rules cover settlement, void or abandoned events, disputes and maximum payouts. In the event of an obvious error or malfunction, our records prevail and affected plays may be corrected, refunded or voided. You have the right to dispute any such decision: on request we will provide an extract of the game logs for the transaction concerned, we will acknowledge the dispute within 2 business days, and we will give a substantive answer within 30 days.
-
11. Claiming prizes
Prizes are credited to your Account after results are validated. Prizes must be claimed within 52 weeks (one year) of the draw date, unless BCLC has announced a different period for a particular game. Unclaimed prizes after that period are handled in accordance with applicable regulations. Before any withdrawal we complete identity, age and residency verification (KYC), and certain prizes may be subject to procedures set by BCLC and the regulator.
-
12. Promotions and inducements
Where we offer a promotion, bonus or other inducement, its material conditions are disclosed in the advertisement itself or through a link to the full terms shown with it, as required by B.C. Reg. 215/2025. The full terms always state: the amount or value of the offer; the period during which it is available; any wagering or play-through requirement; the maximum amount that may be withdrawn from it; any restriction on the games it may be used on; and our right to cancel the offer and void the resulting plays where it has been abused. Promotional offers are sent only to players who have given a separate written consent to receive them, and that consent can be withdrawn at any time.
-
13. Prohibited conduct
The following are strictly prohibited: providing false information or using false identities; opening or using multiple accounts; use of bots, software or exploitation of errors; money laundering or terrorism financing; and any manipulation of games or events. We may suspend or close your Account, freeze your balance, void affected plays and notify the relevant authorities.
-
14. Minors
Our services are for persons aged 19 and over only. Where we establish that an account holder is under 19, the Account is closed immediately, all plays made on it are void, no winnings are paid, and deposits are returned to the payment instrument they came from once we have verified its ownership. We may report the circumstances to the regulator and, where a minor's identity has been used by another person, to law enforcement.
-
15. Closing your account and dormant accounts
You may close your Account at any time by asking us through Customer Support or from your account settings. On closure we settle any open plays under the applicable game rules and return the remaining balance to a verified payment instrument in your name within 10 business days of the identity check being completed. An Account is treated as dormant when there has been no login, deposit, play or withdrawal for 24 consecutive months. We contact you by email at least 30 days before an Account is marked dormant. A dormant Account retains its balance; we do not charge dormancy or inactivity fees of any kind, and the balance remains payable to you on request.
-
16. Liability and force majeure
We take reasonable steps to keep the website secure, fair and available, but cannot guarantee uninterrupted availability. To the extent permitted by law, our liability is limited to the balance in your Account at the time of the relevant event, and we are not liable for indirect or consequential loss. These limitations do not apply to the extent prohibited by the Business Practices and Consumer Protection Act (British Columbia) or other mandatory legislation of British Columbia, and nothing in these Terms excludes or limits liability for wilful misconduct or gross negligence. Neither party is liable for a failure to perform caused by an event beyond its reasonable control — including natural disaster, fire, flood, war, civil unrest, labour action, epidemic, failure of a telecommunications or power network, or an act of a governmental authority — for as long as that event continues; where it continues for more than 30 days, either party may close the Account and the remaining balance is returned to you.
-
17. Intellectual property
All content on the website is owned by BCLC or its licensors and is protected by law. You may not copy, reproduce or distribute it without prior written consent.
-
18. Privacy
We handle your personal information in accordance with the Freedom of Information and Protection of Privacy Act (British Columbia). The data controller is the British Columbia Lottery Corporation (BCLC); our Privacy Officer can be reached at BCLC, 74 West Seymour Street, Kamloops, BC V2C 1E2, Canada, privacy@lottobcmobile.co. See our Privacy Policy and Cookies Policy for details.
-
19. Taxation
In Canada, gambling winnings of a recreational player are generally not subject to income tax. Interest or other income earned on a prize after it has been paid to you is taxable. We do not provide tax advice; if your circumstances are not straightforward — for example if you gamble as a business — you should take your own professional advice.
-
20. Complaints and dispute resolution
Please contact us first via our Customer Support channels — email support@lottobcmobile.co, or our contact form. We acknowledge receipt of a complaint within 2 business days and give a substantive answer within 30 days. If your complaint is not resolved to your satisfaction, you may escalate it to the regulator: Independent Gambling Control Office (IGCO), Province of British Columbia — igcobc.ca. Full contact details for the IGCO, including its mailing address and complaints form, are published on that site and are also available from Customer Support on request.
-
21. Changes to these Terms
We may amend these Terms from time to time. We notify you of material changes by email and by a banner in your account at least 30 days before they take effect. During that period you may close your Account and withdraw your balance without any loss or charge. The current version, with its effective date and version number, is always available on this page, and a record of previous versions is kept in the change log below.
-
22. General
Severability: if any provision of these Terms is held invalid or unenforceable, the remainder stays in force. Entire agreement: these Terms, together with the Specific Conditions of Use, the Privacy Policy, the Cookies Policy and the published game rules, are the whole agreement between us on their subject matter. No waiver: a failure to enforce a provision is not a waiver of it. Assignment: you may not assign your Account or your rights under these Terms; we may assign them to a successor entity that assumes the same regulatory obligations. Language: the English version of these Terms is the controlling version; any translation is provided for convenience only. Survival: the provisions on liability, intellectual property, privacy, complaints, prohibited conduct and governing law survive the closure of your Account.
-
23. Governing law and contact
These Terms are governed by the laws of British Columbia and the federal laws of Canada applicable therein, and you submit to the jurisdiction of the courts of British Columbia. British Columbia Lottery Corporation (BCLC), 74 West Seymour Street, Kamloops, BC, V2C 1E2, Canada. Customer Support: email support@lottobcmobile.co.
